Course overview
This course develops the knowledge and practical judgement needed to integrate service performance, HSE and operational assurance around organisational priorities. The learning sequence begins with integrated fm and hse governance, then develops the tools and decisions involved in service scope and stakeholder outcomes. Participants connect these foundations with the remaining modules and complete applied work focused on integrated operating model workshop.
The programme is intended for cross-functional corporate teams, operational managers, FM/HSE professionals and contractor interfaces. Examples are examined from both the person delivering the work and the person reviewing its adequacy. Participants practise identifying the relevant requirement, gathering evidence, recognising uncertainty and documenting a justified recommendation. The emphasis and level of challenge follow the approved advanced level and the stated duration of 3 Days.
Learning combines facilitator explanation, structured questions, case analysis and practical outputs that can be reviewed against the objectives. Corporate groups can use agreed, anonymised procedures and records to make the discussion relevant to their own operations. Exercises distinguish a training recommendation from an authorised workplace decision: local law, client requirements, contracts, engineering standards and manufacturer instructions remain applicable. The closing activity produces a specific improvement or review plan, with responsibilities and evidence requirements that participants can discuss with their own management.
Why this course matters
The course connects integrated fm and hse governance with integrated operating model workshop. Participants practise making the reasoning and evidence behind an operational decision clear enough for others to review.
Learning objectives
- Explain the scope of integrated fm and hse governance.

Course curriculum
-
Integrated FM and HSE governance
Assurance asks whether the organisation has adequate grounds to trust its arrangements.
-
Service scope and stakeholder outcomes
Start with the outcome the organisation needs and identify the boundaries of the service or study.
-
Major operational risks and dependencies
Business continuity starts with understanding which activities must be maintained or restored following disruption.
-
Contractor interfaces and safe work
A permit-to-work system coordinates and authorises specified work under defined conditions.
-
Service standards and assurance planning
A workable plan connects demand with capacity, dependencies and constraints.
-
Integrated inspections and evidence
Define the criterion before deciding whether a condition is acceptable.
-
Performance reporting and decision-making
A measure is useful when it supports a decision.
-
Incident learning and improvement
Protect people and stabilise the situation before beginning investigation.
-
Continuity, change and readiness
A readiness review checks whether the conditions for starting an activity or operation have been met.
-
Integrated operating model workshop
Connect scope, dependencies, evidence, exceptions and actions in an integrated decision and handover pack.
Practical learning
The bilingual Student Guide contains an original fictional annex-opening case with an approved service baseline, a separate evening-event request and records with different levels of acceptance evidence. Participants build a responsibility and dependency map, evidence register, corrected dashboard and readiness recommendation. Each module has its own English/Arabic explanation, activity and output, followed by worked reasoning to consult after an independent attempt.
FM review and inspection concepts draw on Atkin & Brooks, Total Facility Management, fourth edition, 2015, printed pp. 197, 215 and 232–233. The guide maps these selected pages and their application limits. Source books remain private development references; the case, data and activities are independently authored.
Assessment approach
Participants apply the method to an independent five-record case. Five criteria carry 20 marks each: scope and responsibility boundaries; evidence classification and correct calculation; a traceable finding; a justified readiness recommendation and change controls; and handover improvement with an effectiveness check. The configured pass threshold is 80/100, with facilitator review and feedback. Joining instructions confirm attendance requirements before delivery.
Completion information
An Al-Warkaa professional-development completion certificate may be issued against the confirmed attendance and assessment requirements. This is not a claim of professional licensure, regulatory authorisation or third-party accreditation.
